Victor Lim is the Managing Director of the Chartwell Group Malaysia, a firm of Chartered Valuation Surveyors, Registered Valuers, Registered Estate Agents and International Property Consultants.
He has a broad experience in the real estate industry spanning more than 33 years of both local and overseas within the areas of property valuation, property management, retail leasing, shopping centre management, international estate agency, education and training.
He is a Chartered Valuation Surveyor, Registered Valuer and Estate Agent and also registered with the Malaysian Board of Valuers, Appraisers and Estate Agents. He holds a B.Sc. (Hons) in Estate Management from the University South Bank, United Kingdom and a Diploma in Business Studies from London, United Kingdom. He is also a member of the Royal Institution of Chartered Surveyors; Institute of Revenue, Rating and Valuation, United Kingdom; Royal Institution of Surveyors Malaysia and Institute of Commercial Management, United Kingdom.
In the last 5 years, Victor has had a prime focus on the retail property sector in Malaysia and China. In 2013, a partnership with Jian Kun International (China Property Developer) was formed for retail mall leasing, implementation of merchandise mix, operations and management of JK Mall, a 4 storey free standing shopping mall comprising a gross floor area of 60,000m2 and net lettable area of 40,000m2 plus 1,500 car parking bays in the city of Suining, Si Chuan Province, China. Since, September 2012 his company has been appointed as Property Manager for IGB REIT in Malaysia. IGB REIT is listed on the Kuala Lumpur Stock Exchange comprising the Mid-Valley City Megamall and the Gardens Mall, with a total combined net lettable area of some 120,000 m² and 10,500 car parking bays.
His professional experience also took him beyond the shores of Malaysia where in 2012, he was engaged by a Malaysian Public Listed Company, Ge Fung Holdings Berhad to undertake a valuation of a granite and marble factory and warehouse complex located in Shanghai, China for disposal purposes and submission to the Malaysian Securities Commission.
In 2008, he was engaged by a Malaysian Public Listed Company, Nagamas International Berhad (now known as Jian Kun International Berhad) to conduct a valuation of 15 retail shop units in Dragon Mall, DanShui, Guang Dong Province, China for submission to the Malaysian Securities Commission.
In 1985, he was sent to London, England by the Valuation and Property Service Department, Ministry of Finance Malaysia to undertake valuation of all the property assets owned by Malaysian Airlines System for public floatation exercise. He also had a short stint with the London Transport Executive, Real Estate Department, London, United Kingdom as a Management Surveyor responsible for the day to day operation management, upgrading and refurbishment of all the properties in North East London.
Victor started his career with the Valuation and Property Services Department, Ministry of Finance, Malaysia in 1983. He was attached to the Capital Issues Committee (now known as Securities Commission) for 8 years where he undertook valuations of a wide range of landed properties for Malaysia Stock Exchange Requirements such as public floatation, mergers, acquisitions and take-overs. He also advised the Foreign Investment Committee of Malaysia on landed assets for the restructuring of private and public companies under the New Economic Policy. He has also advised the Ministry of Federal Territory on privatization of government landed assets in the Federal Territory and Petaling Jaya, Malaysia. In 1986 he was seconded to the Prime Ministers Department Malaysia for a year to head a “Special Task Force” established to re-organize and update government properties in the Federal Territory and Petaling Jaya, Selangor for privatization purposes.
After leaving the Valuation and Property Services Department, Victor was appointed a General Manager from 1987 to 1988 by a Malaysian public listed company, Batu Lintang Rubber Plantation Berhad to manage and maintain a mixed-used commercial development comprising office, retail and apartments in the city of Kuala Lumpur, Malaysia . In 1988, he was involved in reviving abandoned housing projects for financial institutions, golf course developments and membership structure in Malaysia and marketing properties in Hong Kong and Taiwan. From 1999 to 2001, he also sat as an Assessor and advised High Court judges on compensation claims for land acquisition cases coming before the Court in Malaysia.
Apart from his professional career in 2015, Victor was appointed as a Committee Member by the Property Management Committee of the Malaysian Board of Valuers, Appraisers & Estate Agents to prepare the property management standards and guidelines for shopping center operations and management. From 2014 to 2015 he was appointed as a Board Member by the Education and Accreditation Board of the Royal Institutions of Surveyors Malaysia, to review academic qualifications from overseas universities. In 2010 he was appointed to sit as a Member of the Course Advisory Committee, Department of Estate Management, Built Environment Faculty, University of Malaya, Malaysia.
With an interest in academics, Victor pioneered the approval of Diploma in Property Asset Management and BSC (Hons) in Real Estate by the Malaysian Board of Valuers for a Malaysian private university, Binary University in 2013. He is also a seasoned lecturer in the area of property valuation practice and estate agency for MIM-IMS Management School part of the INTI International Education Group in Kuala Lumpur, Malaysia from 2005 to 2009. MIM-IMS Management School is a joint venture between the Malaysian Institute of Management and INTI Management Services.
