Victor Lim See Seng is the Managing Director of the Chartwell Group. He is a Chartered Valuation Surveyor, a Registered Valuer, Registered Property Manager and Estate Agent, a member of the Royal Institute of Chartered Surveyors, the Institute of Revenue, Rating and Valuation, United Kingdom, the Royal Institution of Surveyors Malaysia and the Institute of Commercial Management, United Kingdom. He has over 36 years of experience in the real estate industry, including both private and public sector experience, local and international markets.
He has wealth of knowledge and hands-on expertise in reviewing valuation reports submitted by private sectors and their advisors for the Securities Commission of Malaysia and asset valuation for financial reporting purposes. He also undertook valuation for Malaysia Stock Exchange requirements of a wide range of asset types which include hotel, office, retail, industrial, residential, mixed-use development, quarry, golf course and resort for public floatation, mergers, acquisitions and takeovers. His professional experience also took him beyond the shores of Malaysia to China where he conducted valuations of retail shop units in Dragon Mall, Shenzhen and a granite and quarry complex in Shanghai for submission to the Securities Commission Malaysia.
He has also been appointed as the Court Assessor in the High Court of Malaya and advised High Court judges on compensation claims for land acquisitions cases coming before the Court and has sat on various committees including the National Property Information Centre and the Association of Valuers and Property Consultants in Private Practice Malaysia.
In 2015, he was appointed as a committee member by the Property Management Committee of the Board of Valuers, Appraisers, Estate Agents and Property Managers of Malaysia to prepare property management standards and guidelines for shopping centre operations and management. He was also appointed as a Board Member by the Education and Accreditation Board of the Royal Institutions of Surveyors Malaysia to review academic qualifications from overseas universities.
In 2010 he was appointed to sit as a Member of the Course Advisory Committee, Department of Estate Management, Built Environment Faculty, University of Malaya, Malaysia.
When Victor was with the Valuation and Property Services Department, Ministry of Finance, he also advised the Foreign Investment Committee of Malaysia on landed assets for the restructuring of private and public companies under the New Economic Policy and advised the Ministry of Federal Territory on privatization of government landed assets in the Federal Territory and Petaling Jaya, Malaysia and the Director General of Insurance on property insurance. In 1986 he was seconded to the Prime Ministers Department Malaysia for a year to head a “Special Task Force” established to re-organize and update government properties in the Federal Territory and Petaling Jaya, Selangor for privatization purposes.
With an interest in academics, Victor pioneered the approval of Diploma in Property Asset Management and BSC (Hons) in Real Estate by the Malaysian Board of Valuers for a Malaysian private university, Binary University in 2013. He is also a seasoned lecturer in the area of property valuation practice and estate agency for MIM-IMS Management School part of the INTI International Education Group in Kuala Lumpur, Malaysia from 2005 to 2009.
